IMHO i'd go with the first choice. For those of you in the Northwest who've seen the red '84 4kq with S4 badges on it (there was a post about it a few weeks ago), a friend of mine is building an engine for it using the long block 2.3L, ported/polished 10v head, different pistons, different cam (can't remember the details), and exhaust manifold. The engine should do around 160 hp, and its designed for lots of low end power (unlike the turbos and 20v designs). Depending on your driving style and whether or not you're a weekend racer, something like this might be a good option.
